If you are born again and still living in sin (continuing to practice sin despite knowing its wrong) -----I would seriously question the relationship of that person to God. You MUST understand that Satan tricks (1 Cor 11:14) people into thinking they are "saved" when they indeed aren't.
You cannot successfully live in the light and in the darkness at the SAME time (2 Cor 6:14-18). People who think they are saved and born again and going to heaven yet continue to live in sin are deceiving themselves---PERIOD. You must repent (acts 3:19) which is a TURNING AWAY from sin and a TRANSFORMATION (Romans 12:2) starts the process of sanctification.
Not saying we will not all fall short of God's righteousness, because we will...But to continue in practicing sin is---in effect---(Hebrews 6:6). You cannot be transformed and stay the same---it is not possible. If it were possible for me to go to heaven and still continue in occasional drug use and fornication then I would still be practicing sin. But, because of the Spirit of God that has been in me, since my conversion---I have been being sanctified ever since and therefore do NOT do the things I once did (2 COR 5:17---If anyone is in Christ, He is a NEW creation--the old has GONE).
Are these people going to Hell?
Well according to the Bible, they may very well be!----No adulterer, liar, fornicators, etc (1 Corinthians 6:9) will enter the kingdom of heaven--PERIOD! All our answers can be found in the living Word of God and anybody who thinks otherwise or strays from the truth are being deceived somehow and we must pray consistently for them!!
Faith without works is DEAD faith, if we say we have faith but how we live our lives contradict that, it is not even faith at all!!

25In the same way, was not even Rahab the prostitute considered righteous for what she did when she gave lodging to the spies and sent them off in a different direction? 26As the body without the spirit is dead, so faith without deeds is dead.
6They are the kind who worm their way into homes and gain control over weak-willed women, who are loaded down with sins and are swayed by all kinds of evil desires, 7always learning but never able to acknowledge the truth. 8Just as Jannes and Jambres opposed Moses, so also these men oppose the truth—men of depraved minds, who, as far as the faith is concerned, are rejected.
9But they will not get very far because, as in the case of those men, their folly will be clear to everyone.
